Flaming Gorge is one of the most productive fisheries in the American West, and it offers two genuinely different experiences depending on where you fish: a legendary tailwater trout stream below the dam, and a massive reservoir known for trophy lake trout. Most serious anglers plan their trip around one or the other rather than trying to do both in a single day.
The Green River Below the Dam
As the Green River exits Flaming Gorge Dam, it becomes a nationally known blue-ribbon tailwater fishery. The dam regulates water temperature and flow year-round, creating unusually stable conditions that support over 100,000 wild trout in the Utah sections alone. Rainbow trout and cutthroat are more common in the water immediately below the dam, while brown trout increasingly dominate as you move downstream.
The Little Hole National Recreation Trail follows this stretch of river and gives foot access to miles of prime water — a Recreation Use Pass is required to use the trailhead. Many anglers also float this section with a guide, since drift access opens up water that's harder to reach on foot.
Flaming Gorge Reservoir: Trophy Lake Trout Country
The reservoir itself is a different pursuit entirely. It holds 11 state fishing records and two former world records, and trophy lake trout (locally called Mackinaw) are the most sought-after and most difficult species to land here. Kokanee salmon and smallmouth bass round out the reservoir's most popular catches, with kokanee fishing typically picking up in late summer and fall as the fish stage for their spawning run.
Reservoir fishing is almost always done by boat, launched from one of the three marinas — Buckboard, Lucerne Valley, or Cedar Springs — each offering different access points along the 91-mile lake.
Licenses: Two States, Two Rules
Because Flaming Gorge straddles the Utah-Wyoming border, which fishing license you need depends on which water you're fishing — Utah water requires a Utah license, Wyoming water requires a Wyoming license. Check current boundary and reciprocity details before you go, since this is a common point of confusion for visitors unfamiliar with the area.

Lucerne Valley Marina's on-site store sells fishing licenses, tackle, and Forest Service recreation passes, making it a convenient one-stop starting point if you're basing out of Manila. Local guide services throughout the area can also arrange licensing as part of a guided trip.
