Unlike most national parks, Flaming Gorge National Recreation Area has no entrance gate and no per-vehicle entrance fee. Because it's administered by the U.S. Forest Service's Ashley National Forest rather than the National Park Service, visitor fees work completely differently here — and that trips up a lot of first-time visitors expecting an NPS-style toll booth.
What the Recreation Use Pass Actually Covers
The Recreation Use Pass is only required at two types of locations: major boat launches and the Little Hole National Recreation Trail. You do not need a pass to drive through the recreation area, visit an overlook, stop at a visitor center, or tour Flaming Gorge Dam. If your day doesn't involve a boat launch or Little Hole Trail, you likely don't need to buy anything at all.

The pass is priced per vehicle, with three options:

- Week Pass — $15
- Annual Pass — $35
For a trip longer than three days, the Week Pass is cheaper than paying the daily rate each day. If you'll return to Flaming Gorge again within the year, the Annual Pass is usually the better deal.
Where to Buy One — It's Not Sold Online
This is the detail that catches visitors off guard: the Recreation Use Pass is not available for purchase online. You'll need to buy one in person, either at:
- A self-pay kiosk at the boat launch parking area itself (cash only, exact change — the envelope-style kiosks don't make change)
- A local vendor in Manila, Dutch John, or Green River, Wyoming
- A Forest Service office, including the Flaming Gorge NRA headquarters in Manila or the Ashley National Forest office in Vernal
If you're not confident you'll have exact cash on hand, buying ahead from a vendor or Forest Service office in town is the safer bet.
America the Beautiful Pass Exemptions
If you already hold an America the Beautiful Senior, Access, Annual, or Volunteer Passport, you're exempt from the Recreation Use Pass — no need to buy a separate one. Older Golden Age, Golden Access, and still-valid Golden Eagle passports are also honored. The standard $80 America the Beautiful Annual Pass, by itself, is not on this exemption list, since it's designed for national park entrance fees rather than Forest Service day-use fees — check current details with the Ashley National Forest if you're unsure which pass you're carrying.
